It was part of a drawing competition from a small community called MFGG. Where characters dressed up as another character.

Behold the Great Luigiman! Basically Luigi dressed up as Teen Gohan's alter ego: the Great Saiyanman!

BTW, it takes me about an hour using my finger doodling on my Samsung Android phone.
